Mark R. Evans of Portland has joined the Water District Board of Directors taking the place of Ed Rainwater who recently resigned as the heavy industry representative on the board.
The Water District was created by the Texas Legislature in 1951 and is governed by an eight-member board of directors. Member communities are Odem, Taft, Gregory, Portland, Aransas Pass, Ingleside and Rockport. Seven directors are elected from member communities and the eighth member, traditionally someone familiar with the district’s industrial customers, is appointed by the rest of the board.
Evans worked for 42 years in the petrochemical industry, retiring in 2017 from OxyChem Ingleside where he was Environmental Manager leading permitting teams for major capital projects. In recent years he has served as a regulatory consultant to Gulf Coast Growth Ventures which developed a petrochemical complex west of Gregory.
He has also served as a director of the Rincon Water supply Corp, the San Patricio Rural Rail Transportation District and the Portland Chamber of Commerce. He is the former chairman of the Technical Committee of the Port Industries of Corpus Christi.

Ed Rainwater moved to Rockport after retiring in 1995 from his position as vice president of Dow Texas Operations which include an extensive chemical complex in the Freeport area of Brazoria County. He was appointed to the Water District board in 2006 and served for 16 years. The District is indebted to Mr. Rainwater for his outstanding service.
Previous appointees to the board representing industrial customers were Peter Volpe (1951-1954), H.M. Fugate Jr. (1955-1962), E.M. Reed Jr. (1963-1968), and Gene W. Dressen (1969-2005).
